The Coal Creek Flood Hazard Mitigation Project

Coal Creek Diversion SiteThis project will mitigate hazard of flooding from Coal Creek from the North Poudre Canal ΒΌ mile south of County Road 70 south through the Town of Wellington as far south as the confluence of Coal Creek and Boxelder Creek. The elements of this project will include:

  • Improvement of the North Poudre Canal to capture and convey 100 year Coal Creek flood flows into the existing Clark Reservoir
  • Culvert and bridge crossings associated with the North Poudre Canal  
  • Removal of sediment from Clark Reservoir to provide volume to store   irrigation water and some flood water
  • Associated right-of-way acquisition
  • Spillway improvements to Clark Reservoir to provide additional flood storage volume
  • Outlet improvements to accommodate additional capacity for conveying floodwater
  • Agreement between North Poudre Irrigation Company and Boxelder Stormwater Authority regarding maintenance of improvements
  • Reconstruction of County Road 7 bridge over North Poudre Canal
  • Possible environmental, wildlife and recreational enhancements

Regional Benefits

Construction of this project will provide regional flood hazard mitigation when combined with the Indian Creek Floodwater Storage Facility.

Local Benefits:

The Coal Creek Project will remove flood hazard designation from most so designated property in the Town of Wellington and along the coal Creek Valley north of Wellington. It will reduce the acreage designated by FEMA as floodplain by approximately 700 to 850 acres. It will also reduce the flood hazard and damages for approximately 180 structures including 180 residences, 2 schools, a community center, and commercial structures.
