Manager’s Report: LOMR Update, January 27, 2017

Last year, the Authority completed construction of both the Larimer-Weld Canal Crossing Structure (March 2016) and the East Side Stormwater Detention Facility (July 2016).  In addition, the City of Fort Collins and the Town of Timnath have completed improvements in Boxelder Creek under I-25 and at Prospect Road.  Completion of these projects has allowed the next step in the floodplain process to be initiated.

Letter of Map Revision (LOMR)  

From the very beginning discussions with FEMA, it was determined that a combined and single submittal of floodplain mapping revisions along Boxelder Creek in this area would be the most efficient and cost-effective process. Accordingly, the Conditional Letter of Map Revision (CLOMR) required by FEMA prior to construction of all these projects was submitted to FEMA in December 2014.  The Letter of Map Revision (LOMR), which can only be initiated after construction, is now the next step of this process.  In November 2016, the Authority, the City of Fort Collins, Larimer County, and the Town of Timnath released a memorandum and schedule outlining the current thinking on this process and the probable target dates for updated Flood Insurance Rate Maps (FIRMs).  You can review the memorandum and schedule below:
