Manager’s Report: LOMR Update, October 6, 2017

In 2016, the Authority completed construction of both the Larimer-Weld Canal Crossing Structure and the East Side Stormwater Detention Facility.  In addition, the City of Fort Collins and the Town of Timnath have completed improvements in Boxelder Creek under I-25 and at Prospect Road.  Completion of these projects has allowed the next step in the floodplain process to be initiated.

Letter of Map Revision (LOMR)  

From the very beginning discussions with FEMA, it was determined that a combined and single submittal of floodplain mapping revisions along Boxelder Creek in this area would be the most efficient and cost-effective process. Accordingly, the Conditional Letter of Map Revision (CLOMR) required by FEMA prior to construction of all these projects was submitted to FEMA in December 2014.  The second step in the Flood Insurance Rate Map (FIRM) process is the Letter of Map Revision (LOMR), which can only be initiated after construction.   Over the past few months this submittal has undergone review by the City of Fort Collins and Larimer County and was formerly submitted to FEMA in August.  The attached schedule reflects the latest estimate on how this submittal will progress through the FEMA review process and when the FIRM’s will be approved.
