Beginning in January 2016, Boxelder Basin Regional Stormwater Authority (Authority) will directly invoice properties within unincorporated Larimer County which lie within the Authority boundary. In previous years these properties were invoiced by Larimer County.
The Authority was formed in 2008 by an Intergovernmental Agreement (IGA) between Larimer County, the City of Fort Collins, and the Town of Wellington in order to address the floodplain and public safety issues along Boxelder Creek. As the Authority assumes responsibility for this billing, it is obligated to bill the service fees for residential, agricultural, and non-residential properties according to the guidelines established in the Authority Resolution of 2008. As a result, most residential and agricultural properties’ annual invoices will decrease, while non-residential properties will increase approximately 8%. This change was documented in the cover letter that was sent out with Larimer County invoices last year.
